FDNY Local Law 26 (3 RCNY §6-02)

With the promulgation of FDNY Local Law 26 (3 RCNY §6-02), Office Building Emergency Action Plans, effective April, 2006, all Class E (with more than 6 stories or 75 feet high) office buildings are required to submit Emergency Action Plans (EAP).

LXDE, drawing from its experience of preparing Emergency Action Plans for major US plant facilities in accordance with Occupational Safety & Health Administration (OSHA) Standards, can effectively assist New York City office building owners in preparing the EAP as required per FDNY Local Law 26.

Major elements of the EAP as prepared by LXDE will include:

  • the establishment of means of reporting/announcing fire and other emergencies
  • procedures and emergency escape route assignments
  • procedures for employees manning critical safety and evacuation operations before their evacuation
  • procedures for account for all employees after evacuation, rescue and medical duties assignments
  • job title designation/definition for persons responsible for the EAP execution.

LXDE understands the detail requirements of FDNY Local Law 26 and recognizes various special needs of the building occupants, such as evacuation of physically handicapped persons or persons requiring special medical attention.

LXDE in the preparation of EAP, pay special attention to its completeness, thus limiting the building owner’s exposure and liabilities in possible post emergency litigation.
